Join the Oregon Department of Human Services as an IT Contract Analyst The Oregon Department of Human Services (ODHS) is seeking a highly skilled and experienced IT Contract Analyst to join their team as an Operations and Policy Analyst 2. This is a remote opportunity with the flexibility to work from anywhere, although occasional travel to Salem or other locations across the state may be required.

The Business Information Services, Centralized Abuse Management (CAM) unit, within ODHS is responsible for ensuring program and policy integrity in Enterprise IT Project and operations and maintenance efforts. The Oregon Eligibility Partnership (OEP) is a dedicated program that ensures coordinated responsibility in determining timely eligibility benefits for Oregonians seeking supports related to health, food security, employment, and cash benefits. Job Summary As an IT Contract Analyst, you will play a critical role in managing and overseeing IT Vendor Management Services with Contracts, providing oversight of IT vendors/licensed software contractors, and drafting scopes of work, statement of work, contract amendments, change orders, and insurance requirements. You will work closely with executives, system users, and vendors to ensure business needs are being supported and contractual obligations are met according to State laws and agency policies.

Key Responsibilities

Manage and oversee IT Vendor Management Services with Contracts, including vendor relationship management and contract administration. Draft scopes of work, statement of work, contract amendments, change orders, and insurance requirements. Review and analyze contractor reports to ensure the contractor is meeting contractual requirements. Review and approve system fixes within scope or contracted services by vendors. Work with executives, system users, and vendors to prioritize system enhancements within the terms and conditions of the contract. Provide oversight of contractual documentation and budgetary expenditure, including escalation to appropriate leadership when timelines, cost limits, and/or legal requirements are at risk. Negotiate initial or amended agreements independently. Collaborate with various teams, stakeholders, and third-party vendors through various software applications.

Essential Qualifications

To be considered for this role, you must have: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, Information Systems, or any degree demonstrating the capacity for the knowledge and skills. Two years of professional-level evaluative, analytical, and planning work experience, or an equivalent combination of experience and education. Experience in procurement, execution, and/or oversight of legal contracts. High proficiency in Microsoft Office Suites, including Word, Excel, Teams, 365, and SharePoint. Strong internal and external communication skills, including via email, within documents, virtual meetings, through screen sharing, by phone, and in-person. Excellent analytical and problem-solving skills to identify obstacles and implement solutions.

Preferred Qualifications

While not required, the following qualifications are highly desirable: Experience working in a government agency or non-profit organization. Knowledge of IT contract management best practices. Familiarity with Oregon state government policies and procedures. Experience with contract management software and tools.

Work Environment
