Job Description

AECOM has an excellent career opportunity for a creative and talented International Development Work Assignment Manager to support implementation of a U.S. Department of State (DOS) funded global infrastructure and investment activity. The Partnership for Global Infrastructure and Investment (PGI) Fund Task Order serves as a project preparation platform providing infrastructure transaction advisory services and technical assistance on a flexible, rapid response basis to specific public or private sector projects to help resolve legal, technical, or regulatory barriers holding back investors or deal closure, and otherwise help to accelerate project development and execution. The International Development Work Assignment Manager at AECOM is responsible for managing and delivering corridor-level workstreams, identifying and mobilizing teams, and ensuring effective project delivery under the guidance of the PGI Project Management Team. This role involves day-to-day operational management and program oversight, compliance monitoring, and facilitating reach back to engineering and other in-house technical capabilities and overseeing subcontractor delivery. This position will report to AECOM’s East Region Water Business Line in Chelmsford, MA, US and can be remote for qualified candidates currently living in the Continental United States. The position may include some intermittent domestic and international travel. Responsibilities of this position include, but are not limited to:

  • Day-to-day management of DOS-funded project activities, ensuring effective project delivery and compliance.
  • Support the Project Management team and international field teams in the effective management of project activities and deliverables, including coordinating with home office and field delivery teams and management units as needed.
  • Serve as Work Assignment Manager for assigned projects, working closely with project teams to develop project strategies, work plans, budgets and reports.
  • Contribute to and support development of project deliverables, including providing technical, coordination and communications support, as required.
  • Oversee, as delegated, financial, HR, compliance, and risk management aspects of project implementation.

Qualifications

Minimum Requirements:

  • Bachelors degree or equivalent experience with six years of relevant professional experience in development finance, transaction advisory services, and/or international development.
  • Experience in international development and strong knowledge of USAID and/or Department of State (DOS), rules and regulations (FAR and AIDAR).

Preferred Qualifications:

  • Masters degree in public administration, economics, finance, international affairs, or a related field.
  • 10 years of experience in international development with knowledge of USAID or DOS regulations.
  • Demonstrated experience managing project delivery teams and complex projects.
  • Strong project management skills, including budget management and client engagement.
  • Ability to communicate effectively in writing and verbally, with cross-cultural communication skills.
  • Fluency in French, Spanish, or other language.
