Duties
Our Deputy Contracts Officer,
- Acts as the grants coordinator for grants as assigned by the Contracts and Purchasing Manager
- Performs final reviews of grant applications to ensure it meets grant program requirements.
- Submits grant applications through Grants.gov or other means as required by the grantor agency.
- Receives grant agreements and obtains all necessary signatures of parties to grant agreement documents and ensures the contracts management system has all details before requesting final WDFW approval.
- Ensures WDFW program managers and Fiscal staff are informed of their responsibilities under grant agreements, and that they comply with reporting and other terms contained in such agreements.
- Performs journey-level contract administration work with responsibility in the administration of all contract related functions that are required by law, rule or regulation.
- Prepares solicitations and coordinates the evaluation of bids and proposals.
- Works directly with WDFW program staff, the Department of Enterprise Services, the State Auditor and other state, federal, and local contract entities to ensure on-going compliance for all contractual documents.
- Conducts any required procurements and performs analysis of proposals for responsiveness and cost factors.
- Utilizes the state's procurement announcement system (WEBS) to publish bidder opportunities.
- Coordinates procurement evaluations with program staff.
- Work Setting, including hazards:
- Work will be performed in an office setting and may include telework opportunities.
- Office hazards include working under fluorescent light, repetitively entering data into computer, looking at computer monitor for long periods of time, sitting or standing for long periods of time.
- Schedule:
- 8:00 a.m. - 5:00 p.m., Monday - Friday
- Flexible schedules may be allowed based on office needs
- Travel Requirements:
- Travel is occasional and infrequent

- Regular interaction by phone, e-mail and in person with widely varied stakeholders
- A Bachelor's degree involving major study in public administration, business administration, business law, commerce, economics, mathematics, statistics, or closely allied field
- Two (2) years of experience in negotiating, administering, or terminating government contracts, federal grants and contracts management, contract property acquisition and management, contract cost or price analyses, or contract compliance administration.
