About the Climate Finance Capacity Support Programme

DT Global delivers the Capacity Support Programme for MFAT. The scope of this programme is quite broad as it aims to be responsive to the needs of Pacific Island countries. It includes providing personnel or training to assist with:

  • Delivering and reporting on the flexible finance provided by MFAT;

  • Developing/updating national climate change plans and reporting frameworks;

  • Developing an investment-ready pipeline of projects;

  • Delivering climate change priorities;

  • Improving climate finance reporting; and

  • Accessing a broader range of climate funding.

About the Role

The Climate Finance Specialist aims to strengthen climate finance management and disaster resilience in the Solomon Islands by supporting greater access to climate finance from a range of donors, funds and institutions. The role will support the CRFU to implement its Roadmap and Implementation Plan. The Specialist will provide technical, strategic, and coordination support to the CRFU in mobilising climate finance and strengthening the Government’s ability to secure resources for national climate priorities. They will identify the most feasible sources of climate finance, develop funding proposals, strengthen project pipelines, enhance systems for climate finance readiness, and facilitate engagement with key climate finance entities.

The National Climate Finance Specialist will support the CRFU to:

  • Strengthen the CRFU’s ability to identify and pursue climate finance opportunities aligned with national priorities.

  • Support the development of a project pipeline as well as develop high-quality project concept notes, and proposals.

  • Strengthen institutional readiness, systems, and capacities for climate finance access and management.

  • Enhance coordination between ministries, provinces, development partners, and climate funds.

The Specialist will work closely with CFRU, relevant ministries, civil society, and regional partners (PIFS, SPC, SPREP, PCCC, CROP agencies) to ensure inclusive, gender-sensitive, and climate-resilient development outcomes.

About You

  • Degree in Finance, Economics or Business Development, Public Policy, Climate Change or Environmental Management.

  • Minimum 7+ years’ experience in policy, government finance and planning or climate finance-related positions.

  • Experience in international climate finance architecture, requirements, and their involvement in the Pacific, including multilateral funds, development banks, bilateral funders, regional agencies, and non-government organisations, and any others that are sources of climate finance.

  • Experience in designing, implementing, monitoring, and evaluating climate change projects.

  • Good understanding of climate finance, issues, challenges and practices related to the Pacific region and context, in particular Solomon Islands

  • Familiarity with project cycle management, including project identification, development, appraisal, implementation, monitoring, evaluation, and closure.

  • Ability to identify and assess project/programme risks, including financial, economic, political, environmental, and social risks.

  • Strong understanding of the UN funds, Global Environment Facility (GEF), Adaptation Fund (AF) or Green Climate Fund (GCF) processes, requirements, policies, and legal frameworks. This includes familiarity with fiduciary standards, environmental and social safeguards, and gender policies.

  • Excellent written and oral communication skills in English, with the ability to produce clear and concise reports, presentations, and other publications.

  • Capacity to facilitate effective stakeholder dialogues and workshops  

Desirable

  • Familiarity with GEDSI principles in programme implementation

  • Previous experience in donor relations or working with multilateral development partners
