The Office of the New York State Comptroller is seeking a Human Resources Specialist to assist with various HR activities including recruitment and employee services. The role involves supervising the performance of HR functions and administering the Future Forward Internship Academy Program.

Responsibilities

  • Perform and supervise the performance of various human resources (personnel) and employee services activities in such areas as recruitment, Civil Service examination, placement, position classification and compensation, benefits, health and safety, staff development, and labor relations
  • Assist with administering the Future Forward Internship Academy Program (FFIA) and the AISE Fall/Spring Interns

Skills

  • A Bachelor's or higher degree
  • A bachelor's degree and one year of professional human resources experience
  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience
  • A bachelor's degree and two years of professional human resources experience
  • A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience
  • You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 and/or 70.1 of the Civil Service Law
  • For 52.6 and/or 70.1 transfer to an Human Resources Specialist 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above
  • SG-14 or above for a Trainee 2, SG-12 or above for a Trainee 1, depending on qualifications
  • Knowledge, Skills, and Abilities: Excellent customer service skills and experience interpreting and explaining established policies and procedures to customers
  • Strong writing skills and experience independently drafting correspondence to audiences at various levels internal and external to the organization
  • Excellent oral communication skills and ability to present information to others, both individually and in group setting, clearly and concisely
  • Demonstrates strong interpersonal skills and ability to work with others
  • Demonstrates experience with maintaining a high level of confidentiality
  • Demonstrates technological proficiency including Microsoft Excel, Word, and PowerPoint
  • Demonstrates strong organizational skills and attention to detail
