Contract Grant Analyst I

The State of Utah is seeking a Contract Grant Analyst I to work at the Division of Finance. This role involves designing, preparing, and reviewing contracts while ensuring compliance with federal and state regulations, and providing technical assistance and consultation on contracts.

Responsibilities

  • Writes,reviews, evaluates contracts. Writes detailed reports based on research, analysis and evaluation of data pertaining to specific projects, conditions or proposals under study
  • Ensures compliancewith applicable federal and state laws, reulations, and agency rules, standards, guidelines, etc. Identify problems that threaten performance by all statekholders. Evaluates for potential performance and monetary risk
  • Ensures all required aspects of the contracts are completed according to specifications and to contract requirements. Collects, and analyzes performance data; establishes, monitors, and evaluates related bench marking and prepares reports
  • Reads, studies, and conducts market resaerch, federal and state regulations, program guidelines, and related documents to knowledge and understanding of the basis of the binding agreement and grant
  • Provides technical assistance and contract interpretation to contractors
  • Reviews and collects program reports and releated material, develops and prepares training materials, and delivers presentation order to provide training to external resources and agency employees, confers with State Attorney General's Office
  • Monitors agency or program budget including revenues, expenditures and budget projections, etc. Reviews fiscal operations integrity, and control of data

Skills

  • Bachelors degree in Business Administration, Finance or in a related field
  • Experiencing drafting contracts
  • Experience monitoring Agency contracts
  • Providing training to co-worker
  • Conduct methodical examinations using logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
  • Knowledge of principles, theories, and practices of procurement, contract, grant quality assurance and budget management
  • Have the ability and knowledge on the use of automated accounting, financial computer, and reporting systems
  • Have the skill to deal with people in a manner which shows sensitivity, tact, and professionalism
  • Have the skill to know how to evaluate information against a set of standards and ability to review data for patterns and deficiencies
  • Knowledge on how to prepare financial reports and documentation
  • Have the skill to make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions
  • Have a clear understanding of applicable laws, rules, regulations policies, and procedures; knowledge of legislation, regulation, and methods used in binding agreements and grants
  • Have the skills to understand the principles, theories, and practices of public relations and knowledge of business and industry practices
  • Skilled in negotiation techniques and methods
  • Have the ability to speak clearly, concisely and effectively; listen to, and understand, information and ideas as presented verbally
  • Knowledge to ensure compliance with contract terms, policies and procedures, etc
  • Knowledgeable in agency and community resources and services
  • Skilled ability to communicate information and ideas clearly, and concisely; read and understand information presented in writing
  • Ability to monitor or track information or data; assess problems, reach logical conclusions, and develop appropriate solutions
  • Knowledge of sources of grants and donations
  • Have a clear understanding on bidding, quote, and award procedures; post award instructions to understand the vendor's plan to comply with binding agreement
  • Knowledge in agency objectives, organization, structure and mission; knowledge of agency operations, programs, and services
  • Skilled in fiscal and financial management; budget methods, techniques, and practices; develop and analyze complex financial information
