Job Details Description SUMMARY Under the supervision of the Planning, Preparedness, and Evaluation Section Chief for the California Department of Public Health (CDPH), Center for Infectious Diseases’ (CID) Office of Infectious Disease Preparedness and Response (OIDPR), this position serves as the Medical and Scientific Affairs (MSA) Lead and Public Health Medical Officer for Infectious Disease (ID) Emergency Advanced Planning and Preparedness supporting both the Center for Infectious Diseases (CID) and Center for Preparedness and Response (CPR). This position will serve as the lead coordinator for the CDPH Viral Hemorrhagic Fever Advanced Planning Workgroup on efforts to newly establish UC Davis Medical Center as the Level 2 Special Pathogens Treatment Center for Northern California. This position will additionally be responsible for the review, interpretation, and summarization of intelligence and scientific literature related to infectious disease threats or emergencies in order to highlight key scientific or guidance updates, risks to California, and other information important for situational awareness for state and local leadership and scientific, medical, and emergency preparedness and response partners. This position will partner with other experts to lead advanced planning and emergency preparedness activities related to identified infectious disease threats. The MSA PHMO will additionally participate in emergency response exercises and other collaborative efforts focused on ensuring systems and processes are in place and ready in case of an infectious disease emergency. This position may also serve as a clinical liaison/advisor to the CDPH Medical Health Coordination Center during emergency activations. Duties will include developing and consulting on new statewide protocols and guidance, developing intelligence reports, and providing leadership and coordinating complex projects with multiple high-profile stakeholder entities. This is a full-time position with benefits through June 30, 2026, and may be extended should funding become available. The salary range for this position is $163,000 to $224,000 a year based on qualifications. Must submit a resume with the application.   • Lead and coordinate the cross-Department Viral Hemorrhagic Fever advanced planning Workgroup on efforts to newly establish UC Davis Medical Center as the Level 2 Special Pathogens Treatment Center for Northern California, including the collaborative development of related new protocols, guidance, and informational materials for CDPH, UC Davis, California healthcare providers, local health departments, CalOES, and other state agencies, partners, and stakeholders impacted by this effort.
  • Review, interpret, and summarize local, national, and global intelligence and scientific literature related to infectious disease threats or emergencies and highlight key scientific or guidance updates, risks to California, and other information important for situational awareness for state and local leadership and scientific, medical, and emergency preparedness and response partners.
  • Fulfill special assignments requested by CID or CPR leadership related to medical or scientific affairs and infectious disease emergency planning, preparedness, response, recovery and demobilization.
  • Support the coordination of and participate in emergency response exercises facilitated by OIDPR, CPR, academic partners, and other key stakeholder groups, as applicable to infectious disease emergencies.
  • Participate in emergency response after action reviews and quality improvement activities to ensure infectious disease emergency communication and response protocols and processes are effective, timely, and continuously evolving to meet current needs.
  • Complete emergency preparedness trainings.
  • Keep abreast of CDPH, state, and national guidelines related to infectious diseases requiring CID response.
  • Serve as a clinical liaison/advisor and/or serve in other critical roles in the CDPH Medical Health Coordination Center aligned with position, education, and experience (i.e., ICS positions that require medical or scientific subject matter expertise and judgement) during infectious disease emergency activations or emergencies that may have an infectious disease nexus in California.
  • Other duties to support the infectious disease emergency response planning, preparedness, and response, as needed.

Non-essential Functions

  • Backfill other PHMO and policy leads on infectious disease emergency planning, preparedness, or response efforts across CID or CPR, as needed
  • Perform other duties as required or assigned

Job Qualifications

  • Work experience demonstrating medical/scientific infectious disease subject matter expertise
  • Work experience demonstrating complex analytical and problem-solving skills
  • Demonstrated ability to effectively communicate orally and in writing with public health and other critical stakeholders and partners
  • Ability to prioritize and manage multiple tasks and work well independently and with a team
  • Demonstrated initiative, reliability, integrity, and strong attention to detail.
  • Fluency in spoken and written English.

Education/Experience

  • Medical or advanced nursing degree (i.e., MD, DO, or NP), required
  • Four years of experience serving to lead or support infectious disease emergency planning, preparedness, or response, required.
  • Experience in coordinating complex projects with multiple stakeholders, required.
  • Experience reviewing, interpreting, and summarizing scientific literature, required
  • Experience drafting sophisticated reports for executive managers, required.
  • Experience assessing state, national, and global intelligence related to infectious disease threats and emergencies, strongly preferred
  • Experience facilitating emergency response demobilization coordination and developing related transition policies/protocols, strongly preferred.
